ISO 13064-1:2012 specifies standardized test procedures to determine the reference energy consumption and reference range of battery-electric mopeds and motorcycles that use only traction battery(ies) for propulsion. The standard defines repeatable test sequences, charging procedures, measurement points and the formula for calculating reference energy consumption (C = E / d), enabling consistent lab and field evaluation of electric two-wheel vehicle performance.

- Wind limits for outdoor testing: average ~3 m/s, gusts ≤5 m/s.
- Calculation: Reference energy consumption C (Wh/km) = measured energy E (Wh) delivered from mains during recharge divided by range d (km).
