This part of ISO 13563 specifies additional tests to verify the stability of single side loading fork-lift trucks when handling empty or laden freight containers of 6 m length and above. This part of ISO 13563 specifies tests in addition to those specified in ISO 13563-11). The stability tests contained in this part of ISO 13563 ensure that single side loading fork-lift trucks handling freight containers have satisfactory stability when operating the truck stacking in conditions where wind speed, v, is up to 12,2 m/s (Beaufort Scale 6). Alternative ratings may be used in higher wind speeds with higher values for v in the equation in 3.4.3. This part of ISO 13563 is not applicable to trucks when a) they are handling suspended loads that may swing freely, or b) they are handling a container with a mobile centre of gravity (see ISO 3874). The tests in this part of ISO 13563 take into account the normal degree of eccentric loading of containers as defined in ISO 3874. When handling empty refrigerated containers, as specified in ISO 1496-2, with integral refrigeration unit (reefers), account should be taken of the offset of the load.
Abstract
Overview
ISO 13563-2:2001 establishes additional stability tests for single side loading fork-lift trucks when handling freight containers of 6 meters (m) length and above. Developed by the International Organization for Standardization (ISO), this standard complements ISO 13563-1 by specifying rigorous procedures to ensure operational stability in challenging conditions, such as when stacking containers in winds up to Beaufort Scale 6 (12.2 m/s). These requirements are crucial for industries where large freight containers are moved and stacked using single side loading fork-lift trucks, assuring safety, reliability, and compliance with international best practices.
Key Topics
- Additional Stability Testing: Specifies supplementary tests beyond those in Part 1 for trucks handling freight containers ≥6 m in length, both laden and empty.
- Wind Conditions: Establishes stability verification up to a wind speed of 12.2 m/s. Provides guidance for alternative criteria for higher wind environments.
- Test Procedures:
- Tilting platform and fixed slope methods to evaluate truck stability.
- Requirement to simulate the weight, eccentricity, and wind effect on containers, considering both stacked and handling positions.
- Exclusions:
- Not applicable to trucks handling freely suspended loads or containers with mobile centers of gravity (as defined in ISO 3874).
- Special Handling Considerations:
- Emphasizes eccentric loading per ISO 3874.
- Addresses handling of empty refrigerated containers (reefers), referencing the offset caused by integral refrigeration units (ISO 1496-2).
- Marking and Documentation: Mandates that test results, attachment details, and wind speed conditions are clearly indicated on truck capacity plates for traceability and safety.
Applications
ISO 13563-2:2001 is used extensively in logistics, warehousing, ports, terminals, and other sectors where single side loading fork-lift trucks routinely handle large freight containers. The standard is essential for:
- Equipment Manufacturers: Designing and certifying single side loading fork-lift trucks to ensure compliance with the latest stability and safety requirements.
- Container Handling Operations: Verifying that equipment remains stable and safe during high-wind operations or when handling specialized containers such as reefers.
- Safety Audits and Regulatory Compliance: Serving as a reference in workplace safety audits, technical documentation, and during procurement processes that require adherence to international stability standards.
- Training and Operational Planning: Assisting logistics managers and operators in understanding equipment limitations, safe handling practices, and the impact of environmental factors like wind on truck stability.
Related Standards
- ISO 13563-1: Single side loading fork-lift trucks - Part 1: Stability tests. The foundational standard for stability requirements, which ISO 13563-2 extends.
- ISO 3874: Series 1 freight containers - Handling and securing. Covers container handling general practices, including load eccentricity and the mobile center of gravity.
- ISO 1496-2: Series 1 freight containers - Specification and testing - Part 2: Thermal containers. Relevant for handling empty refrigerated containers (reefers).
- ISO 5353: Earth-moving machinery, and tractors and machinery for agriculture and forestry - Seat index point. Referenced for operator position simulation during stability tests.
ISO 13563-2:2001 is an indispensable standard for organizations seeking to align their container handling operations with international safety, performance, and equipment stability benchmarks for single side loading fork-lift trucks.
