This document specifies construction and system installation requirements for personal watercraft. It addresses the builder’s plate, watercraft identification, permanently installed petrol fuel systems, electrical systems, steering systems, ventilation, hull structure and floatation, stability, mooring and towing, flooding, off-throttle steering and the owner’s manual. This document does not apply to outboard powered personal watercraft and jet powered surfboards.
Abstract
Overview
ISO 13590:2022 - "Small craft - Personal watercraft - Construction and system installation requirements" defines construction, installation and test requirements for personal watercraft (PWC). The standard covers builder’s plates, identification, permanently installed petrol fuel systems, electrical and steering systems, ventilation, hull structure and flotation, stability, mooring/towing, flooding control, off‑throttle steering and the owner’s manual. ISO 13590:2022 excludes outboard‑powered personal watercraft and jet‑powered surfboards.
Key Topics and Technical Requirements
The standard addresses both design and verification subjects relevant to PWC safety and conformity. Key technical topics include:
- Builder’s plate and identification - mandatory marking and identification requirements for traceability.
- Fuel systems - materials, tank installation, fill/venting arrangements, pumps, valves, filters, fittings and grounding; includes fuel‑hose specifications and fire testing.
- Electrical systems - conductor types and sizing, support/protection, external ignition protection, overcurrent protection, terminations and battery installations.
- Ventilation - requirements to prevent hazardous atmospheres in enclosed spaces.
- Hull structure and floatation - structural tests (e.g., drop tests), floatation materials testing (vapour, petrol/oil exposure), and floatation acceptance criteria.
- Steering system tests - axial/tangential force, fatigue and impact tests to validate steering integrity.
- Stability and reboarding - stability assessment, means of reboarding and buoyancy considerations.
- Towing and mooring - strength and installation requirements for towing arrangements.
- Flooding, water removal and detection - criteria for managing ingress of water and bilge systems.
- Propulsion engine cut‑off - requirements and tests for operator cut‑off devices, including mechanical attachment devices.
- Off‑throttle steering - Annex A provides normative test conditions and performance requirements to evaluate maneuverability when throttle is reduced.
- Owner’s manual - required content and information for safe operation, maintenance and compliance.
Practical Applications - Who Uses This Standard
ISO 13590:2022 is used by:
- PWC manufacturers and OEMs for design, production and type approval.
- Naval architects and marine engineers specifying fuel, electrical and structural systems.
- Component suppliers (fuel tanks, hoses, electrical components, steering assemblies) to ensure compatibility.
- Test laboratories and certification bodies performing conformity assessments.
- Regulators, importers and fleet/rental operators for safety compliance and risk mitigation.
- Technical writers preparing owner’s manuals and safety documentation.
Related Standards
ISO 13590:2022 is part of the broader small craft and marine safety framework and references other normative ISO/IEC/IEC‑aligned standards for marine electrical safety, materials testing and small craft performance. Users should consult applicable maritime and national regulations alongside ISO 13590:2022 when certifying personal watercraft.
Using ISO 13590:2022 helps ensure PWC safety, regulatory compliance and clearer guidance for manufacturers and stakeholders on reliable fuel, electrical, steering and flotation systems.
