ISO 16000-12:2008 specifies the planning of measurements for polychlorinated biphenyls (PCBs), polychlorinated dibenzo-p-dioxins (PCDDs) also known as polychlorinated oxanthrenes, polychlorinated dibenzofurans (PCDFs) and polycyclic aromatic hydrocarbons (PAHs) in indoor air. In the case of indoor air measurements, the careful planning of sampling and the entire measurement strategy are of particular significance since the result of the measurement may have far-reaching consequences, e.g. with respect to the need for remedial action or the success of such an action. An inappropriate measurement strategy may contribute more overall uncertainty to the measurement result than the measurement procedure itself.
Abstract
Overview
ISO 16000-12:2008 - "Indoor air - Part 12: Sampling strategy for polychlorinated biphenyls (PCBs), polychlorinated dibenzo-p-dioxins (PCDDs), polychlorinated dibenzofurans (PCDFs) and polycyclic aromatic hydrocarbons (PAHs)" - specifies planning and strategy for measuring these persistent organic pollutants in indoor air. The standard emphasizes that careful sampling strategy and measurement planning are critical because results can trigger remedial action and because a poor strategy can introduce more uncertainty than the analytical method itself.
Key topics
- Scope and objectives: Guidance for planning indoor-air measurements of PCBs, PCDDs/PCDFs (dioxins/furans) and PAHs.
- Sources and incidence: Identification of common indoor sources - e.g. PCB-containing sealants, paints, defective capacitors, pentachlorophenol-treated materials, fires involving chlorinated products, tobacco smoke, cooking and tracked-in contaminated soil.
- Phase behavior: Discussion of gas- and particle-phase distribution and the importance of sampling total (gas + particle) fractions; warns against separate filter/vapour-trap analyses that alter phase distribution through volatilization.
- Measurement planning: Principles for designing investigations that minimize uncertainty, address primary and secondary sources, and consider ambient air influence.
- Risk-relevant information: Use of toxic equivalents (TEQs) and toxicity-related considerations (Annex A) for interpreting results.
- Investigative procedures: Informative annexes provide procedures for source investigations (Annex B) and post-fire PCDD/PCDF investigations (Annex C).
- Practical constraints: Safety and regulatory notes - e.g. transport and handling of PCDD/PCDF standard reference materials must comply with national regulations.
Applications and users
ISO 16000-12 is intended for professionals involved in indoor air quality (IAQ) assessment and remediation, including:
- Environmental consultants and industrial hygienists
- Accredited testing laboratories planning sampling campaigns
- Building owners, facility managers and remediation contractors
- Public health authorities and occupational safety officers Practical uses include planning site investigations, determining whether indoor concentrations indicate indoor sources vs. ambient infiltration, and supporting decisions on renovation, removal or other remedial actions.
