ISO 29601:2011 specifies procedures for detecting the presence of porosity in a protective paint system of any thickness on a steel or other metallic substrate. The procedures given are based on methods using two different types of test equipment, the choice of equipment depending on the dry film thickness. These procedures are only applicable to the testing of electrically non-conductive parts of a paint system. The test methods specified are mainly intended for use with new coatings, but can also be used for coatings which have been in service for some time. In the latter case, it is important to bear in mind that the coating might have been penetrated by substances in contact with the coating during service.

The standard covers testing of electrically non‑conductive parts of a coating system using two principal methods: low‑voltage wet‑sponge (pinhole) detectors and high‑voltage spark testers. Methods are suitable for new coatings and for in‑service coatings (with caution about service contamination).

- Coating should be dry/clean and cured (if no manufacturer guidance, minimum 10 days at >15 °C and RH <80%).
- Move probe/sponge at 0.1–0.3 m/s; avoid repeat passes with high voltage to prevent damage.
- Results & reporting: Record number of discontinuities in inspection area and include comprehensive test report details (reference ISO 29601, coating IDs, MDFT, test voltage/method, equipment serial numbers, wetting agents, anomalies, inspector and date).

ISO 29601 is practical for:
- Quality control during painting of steel structures (bridges, offshore platforms, ships, tanks, pipelines).
- Corrosion engineers and coatings inspectors verifying coating integrity.
- Contractors, specifiers, asset owners, and independent inspection bodies performing acceptance testing or routine maintenance inspections.
