This document describes the general principles for the selection of methods for the preparation of steel surfaces before application of paints and related products. It also contains information on features that are taken into account when selecting and specifying certain surface preparation methods and preparation grades.
Abstract
Overview
ISO 8504-1:2019 - "Preparation of steel substrates before application of paints and related products - Surface preparation methods - Part 1: General principles" sets out the general principles for selecting and specifying methods to prepare steel surfaces prior to painting. It explains factors affecting coating performance (rust/mill scale, contaminants, surface profile) and guides users in choosing surface preparation methods and preparation grades appropriate to the substrate, coating system and environment.
Keywords: ISO 8504-1:2019, surface preparation, steel substrates, surface cleanliness, preparation grades, paint application
Key topics and technical requirements
- Objective: Remove deleterious matter and obtain a surface that permits satisfactory adhesion of primers and coatings.
- Assessment of initial surface: Document rust grades, coating condition (age, binder type, thickness), and defects (rusting, blistering, cracking, flaking) using referenced assessment methods.
- Contaminant removal: Oil, grease, salts and dirt must be removed before or during preparation; water-soluble salts may require dedicated washing. (See ISO 12944-4 for removal methods.)
- Selection criteria for methods and grades: Consider surface condition, required preparation grade, coating system, environment corrosivity, practicability (schedule, access, HSE), and economics.
- Environmental and on-site controls: Avoid dry blast or other dry methods in precipitation; minimize condensation by keeping surface temperature usually at least 3 °C above the dew point; take special precautions in fire/explosion hazard areas.
- Workforce and inspection: Personnel must have suitable equipment and technical competence; surface preparation must be supervised and assessed against ISO 8501 series photographic/reference grades.
- Repeat preparation if necessary: If the required preparation grade is not achieved or the surface changes prior to coating, repeat the process.
Practical applications
ISO 8504-1:2019 is used to:
- Inform specifications for maintenance and new-build coating projects.
- Guide selection between blast-cleaning, high-pressure water jetting and manual/mechanical methods.
- Define preparatory requirements for bridges, ships, offshore structures, storage tanks, industrial plants and structural steel.
- Reduce coating failures by matching achievable cleanliness/profile to the chosen coating system.
Who should use this standard
- Coating specifiers and asset owners
- Corrosion engineers and coating inspectors
- Surface preparation and blasting contractors
- Project engineers in shipbuilding, oil & gas, infrastructure and heavy industry
- Quality assurance and safety managers
Related standards
- ISO 8501 series (visual assessment and preparation grades)
- ISO 8502 series (tests for surface cleanliness)
- ISO 8503 series (surface roughness of blast-cleaned steel)
- ISO 8504-2 and ISO 8504-3 (specific preparation methods)
- ISO 12944-4 (removal of contaminants)

Use ISO 8504-1:2019 together with the referenced parts to ensure specified surface cleanliness and profile are both appropriate and achievable for the intended coating system.
