Abstract
Overview
ISO 8583-2:1998 specifies the application and registration procedures for Institution Identification Codes (IIC) used in financial transaction card originated message interchange. Part of the ISO 8583 family, this part defines the roles, workflows and records required to allocate and maintain IICs for institutions that do not qualify for ISO 7812 issuer identification numbers.
This standard establishes governance, timetables and appeal mechanisms to ensure reliable assignment of unique institution IDs in interchange environments.
Key Topics
- Application procedure: Applicants submit IIC requests via a Sponsoring Authority (national member body or ISO/TC 68/SC 6 secretariat) using the Annex A form. Applications should be for immediate use (typically within 12 months).
- Approval criteria: Applicants must be single corporate entities not already assigned an IIC, and the IIC must be for interchange use.
- Rejection criteria: Requests are rejected if an applicant already uses an IIC, requests a specific number, or makes a request outside the scope of ISO 8583-2.
- Appeal process: Applicants may appeal Sponsoring Authority rejections to the RMMG secretariat and RMMG rejections to ISO/TC 68/SC 6; appeals must be lodged within 90 days and include dispute rationale and supporting information.
- Sponsoring Authority responsibilities: Review and process applications within 30 days, notify applicants of disposition, and forward approved sponsored requests to the Registration Authority.
- Registration and Maintenance Management Group (RMMG): Constituted by delegates from ISO/TC 68/SC 6, the RMMG monitors compliance, reviews the register annually, hears appeals and responds to Registration Authority requests (typically within 60 days).
- Register of IICs: The Registration Authority maintains a confidential database and publishes a register (numerical and alphabetical). Access is limited to RMMG members (free) and available to Sponsoring Authorities and IIC holders for a charge.
- Registration Authority duties: Maintain the IIC database, submit annual copies of the register and activity reports, retain application records, and assign the next available number when criteria are met.
Applications
Practical applications and benefits of ISO 8583-2:1998 include:
- Ensuring unique, managed institution identifiers for card message interchange where ISO 7812 IINs are not applicable.
- Providing clear governance and documented responsibilities (Sponsoring Authority, Registration Authority, RMMG) to support interoperability and auditability.
- Offering an appeals path and formal rejection/approval criteria to reduce disputes and improve registration transparency.
