Overview

ISO 9019:1995 - Securities: Numbering of certificates - establishes international rules for the numbering of security certificates. Applicable to all types of securities (bearer or registered), regardless of issuer or country, this second edition (replacing ISO 9019:1987) specifies how certificate numbers and series designations must be formed, displayed and managed to ensure unique, legible and machine-friendly identification.

Unique certificate number: Each physical certificate must carry one unique certificate number identifying that specific document.
Permitted characters: Arabic digits (0–9) and Roman capital letters (A–Z) may be used; avoid ambiguous letters (for example I, O, Q) to prevent misinterpretation with digits.
Legibility: Letters and digits must be clearly identifiable; certificate numbers on coupon sheets or attachments must be shown in full.
Length limits: Maximum of 8 characters for bearer certificates (exception when circulation is expected to exceed 90 million), and 12 characters for registered certificates. These are maxima, not minima.
No separators: Certificate numbers shall not contain blank characters or separators (with limited exceptions noted in the standard).
Series designation rules: If used, a series designation (up to 4 characters) precedes the certificate number and must be separated (e.g., by a full stop or a blank). Series designations must differentiate portions of the same issue; they must not be placed near optical-scan areas if they do not serve as part of the number.
Non-duplication: Numbers must not be repeated within the same series or issue.

ISO 9019:1995 is used to:

Design and print compliant security certificates and coupon sheets.
Define numbering rules for registrars, transfer agents and security printers.
Enable consistent indexing and tracking of certificate documents across markets and custodians.
Reduce errors in manual reading and automated processing (including optical scanning/OCR-future standards may further specify OCR separation).
Support interoperability for cross-border securities handling and settlement systems.
