Specifies the system layer of the coding. Was developed principally to support the combination of the video and audio coding methods defined in ISO/IEC 11172-2 and ISO/IEC 11172-3. The system layer supports the following basic functions: the synchronization of multiple compressed streams on playback, the interleaving of multiple compressed streams into a single stream, the initializiation of buffering for playback start up, continuous buffer management, and time identification.

Overview
ISO/IEC 11172-1:1993 defines the Systems layer for coding moving pictures and associated audio for digital storage media at up to about 1.5 Mbit/s. Developed as part of the ISO/IEC 11172 suite (the MPEG-1 family), this Part 1 specification describes how multiple compressed streams (video, audio, and other elementary streams) are combined, timed and managed so they can be stored or transmitted as a single, synchronized bitstream. The Systems layer does not specify compression algorithms (those are in Parts 2 and 3) but specifies how compressed data are packaged, timed and delivered for reliable playback.
