Update on transition arrangements from PAS 2035:2019 to PAS 2035:2023 Industry has expressed concern about project continuity under the current transition arrangements, which sees PAS 2035:2019 being withdrawn on March 30 th 2025. To address these concerns, DESNZ has agreed the following revised transition arrangements: These transition arrangements are ONLY applicable for PAS 2035:2019 projects under Social Housing Decarbonisation Fund (SHDF) Wave 2.1, SHDF Wave 2.2, and Home Upgrade Grant (HUG) Phase: 2. These transition arrangements are NOT applicable for Energy Company Obligation: Phase 4 (ECO4) or Great British Insulation Scheme (GBIS) projects.

SHDF 2.1/2.2 and HUG2 projects delivering to PAS 2035:2019 may be completed and lodged with TrustMark after March 30th, 2025, if the property assessment date is by March 30th, 2025, and the property assessment is lodged in the TrustMark Data Warehouse by March 30 th 2025 (following scheme guidelines).
