Abstract
Overview
EN ISO 11547:2018 is the European adoption of the international standard ISO 11547:1994, published by CEN (European Committee for Standardization). The standard focuses on start-in-gear protection devices for small craft, particularly outboard motors used on vessels up to 24 meters in length. Its main objective is to enhance safety by preventing engines from starting while the drive is engaged in gear, thereby reducing the risk of accidents or damage to the vessel and operator.
This standard supersedes the previous EN ISO 11547:1995 and was officially approved on 16 April 2018. It aligns with the requirements set by the EU Directive 2013/53/EU on recreational craft, providing voluntary means to conform to essential safety requirements.
Key Topics
-
Start-in-gear Prevention: The core focus of EN ISO 11547:2018 is to ensure that outboard motors with a static thrust of 500 N or more are equipped with devices that prevent the motor from starting when the control system is set to gear. This protection applies to local and remote starting systems.
-
Static Thrust Measurement: The standard references ISO 13342 for the measurement of static thrust in marine engines, defining the threshold of 500 N for which start-in-gear protection is mandatory.
-
Remote versus Local Starting Systems:
- Remote Starting: In cases where the engine start mechanism is located away from the motor, the standard allows the start-in-gear protection to be integrated into either the motor or the remote control, with appropriate labeling to inform the operator.
- Local Starting: When the starting control is on or near the motor itself, direct start-in-gear protection devices are required.
-
Labeling and Owner’s Manual Requirements:
- Outboard motors must include clear warning labels explaining the start-in-gear protection function.
- Owner’s manuals need to provide detailed instructions on proper use, including the operation of start-in-gear protection systems, particularly for motors that combine remote and manual starting options.
-
Graphical Symbols: The use of graphical symbols related to start-in-gear warnings must comply with ISO 11192 to promote clear, standardized safety communication.
Applications
EN ISO 11547:2018 is crucial for manufacturers, designers, and safety inspectors of small craft, especially those involving:
- Outboard motorboats such as fishing boats, leisure crafts, and small passenger vessels.
- Engines and propulsion systems requiring compliance with EU recreational craft safety legislation.
- Enhancing operator safety by reducing risks related to unintended acceleration or sudden movement due to starting the engine while the transmission is engaged.
- Maritime regulatory bodies using the standard to verify conformity with Directive 2013/53/EU and related national legislation.
By integrating start-in-gear protection devices and proper labeling, manufacturers can ensure better safety, comply with legal frameworks, and improve user awareness.
Related Standards
- ISO 13342: Defines static thrust measurement procedures for outboard motors, essential for determining applicability of start-in-gear protection.
- ISO 11192: Establishes standardized graphical symbols for small craft that include warnings related to engine start and safety controls.
- Directive 2013/53/EU: The EU regulation on recreational craft that EN ISO 11547 helps to address, providing technical specifications to meet essential safety requirements.
- Other CEN and ISO standards relating to marine engines, propulsion systems, and operational safety of small recreational vessels.
