This document specifies the sampling procedures, transport conditions, storage and substrate used that can affect emissions of volatile organic compounds for three types of building products or furnishing: solid, liquid and combined. For individual products, the preparation of a test specimen for each type is specified.
Abstract
Overview
EN ISO 16000-11:2024 - "Indoor air - Part 11" defines standardized procedures for sampling, transporting, storing and preparing test specimens of building products and furnishings for the determination of volatile organic compound (VOC) emissions. Adopted by CEN in March 2024 and superseding the 2006 edition, this part of the ISO 16000 series covers three product types: solid, liquid and combined products, and supports reliable emission testing (typically in emission test chambers or cells).
Key topics and technical requirements
- Scope and product types: Procedures are specified separately for solid products (rigid or resilient), liquid products (paints, varnishes, adhesives, etc.) and combined systems (e.g., coatings on absorbing substrates or glued assemblies).
- Sampling location and timing: Samples should be taken as soon as practicable after manufacture; dates of manufacture and sampling must be recorded. Retail-sourced samples are also allowed.
- Packaging and transport: Samples must be protected from chemical contamination, heat, light and humidity. Typical packaging recommendations include wrapping solid specimens in aluminium foil and polyethylene bags (or aluminised/clear film alternatives). Liquid products are to be shipped in their unopened original containers.
- Time limits: The product should arrive at the testing laboratory within 14 days of sampling; longer transit times must be documented in the test report.
- Storage and substrate considerations: Storage conditions prior to testing and choice of substrate can affect VOC emissions; these conditions are required to be controlled and reported.
- Test specimen preparation: The standard specifies how to prepare specimens for each product type. Notable updates in the 2024 edition include guidance for liquid-product preparation (e.g., recommending wet layer thickness for coatings) and instructions for measuring cut-edge emissions.
- Informative annexes: Annex A–D provide practical procedures for sampling and specimen preparation for solid, liquid, combined products and cut-edge emission assessment.
Practical applications and users
This standard is essential for:
- Manufacturers developing low-emission building materials and coatings.
- Independent testing laboratories performing VOC emission tests in chambers or cells.
- Indoor air quality consultants, specifiers and certification bodies assessing product suitability for healthy indoor environments.
- Regulators and procurement teams setting product emission criteria for buildings, schools and healthcare facilities.
Use-cases include product development, compliance testing for green building schemes, material selection for low-VOC interiors, and comparative emission reporting.

- EN 16516 (sampling/reporting example reference)
- EN 1937, EN 13892-1 (relevant test/mixing procedures for specific product classes)
EN ISO 16000-11:2024 is part of the ISO 16000 series on indoor air and should be used alongside the relevant emission test methods to ensure consistent, comparable VOC emission measurements.
