IEC 62841-3-13:2017 applies to transportable drills, with manually fed axial movement of the spindle, having a maximum chuck capacity of 13 mm. The rated voltage is not more than 250 V for single-phase a.c. or d.c. tools, and 480 V for three-phase a.c. tools. The rated input is not more than 3 700 W. The limits for the applicability of this standard for battery tools are given in K.1 and L.1. This standard deals with the hazards presented by tools which are encountered by all persons in the normal use and reasonably foreseeable misuse of the tools. Hand-held electric tools, which can be mounted on a support or working stand for use as fixed tools without any alteration of the tool itself, are within the scope of this standard and such combination of a hand-held tool and a support is considered to be a transportable tool and thus covered by the relevant Part 3. Transportable drills are also known as bench drills or drill presses. This part of IEC 62841 does not apply to stationary drilling machines. This part of IEC 62841 does not apply to radial arm drills. This part of IEC 62841 does not apply to magnetic drill stands and drill motors. This Part 3-13 is to be used in conjunction with the first edition of IEC 62841-1:2014. The attention of National Committees is drawn to the fact that equipment manufacturers and testing organizations may need a transitional period following publication of a new, amended or revised IEC publication in which to make products in accordance with the new requirements and to equip themselves for conducting new or revised tests. It is the recommendation of the committee that the content of this publication be adopted for implementation nationally not earlier than 36 months from the date of publication.
Abstract
Overview
IEC 62841-3-13:2017 is an international safety standard published by the International Electrotechnical Commission (IEC) focusing on transportable drills-commonly known as bench drills or drill presses. This standard outlines particular safety requirements for electric motor-operated transportable drills with a manually fed axial spindle movement and a chuck capacity not exceeding 13 mm. It covers tools rated up to 250 V single-phase (a.c. or d.c.), or up to 480 V three-phase a.c., and input power not exceeding 3,700 W.
The standard complements the general safety requirements specified in IEC 62841-1:2014 and is specifically designed to address the hazards encountered during normal use and foreseeable misuse of transportable drills. Notably, stationary drilling machines, radial arm drills, magnetic drill stands, and drill motors are excluded from this part but are covered by other standards or future amendments.
Key Topics
-
Scope and Applicability
IEC 62841-3-13 applies to transportable drills featuring manual axial spindle feeding with chucks up to 13 mm. It excludes stationary and radial drills as well as magnetic drill stands. -
Safety Requirements
The document stipulates comprehensive safety measures to mitigate risks such as mechanical and electrical hazards, including:- Protection against accidental access to live parts
- Overload protection of electrical circuits
- Mechanical strength and construction integrity
- Heat, fire, moisture resistance, and rust prevention
- Noise and vibration emissions (referenced in informative annexes)
-
Markings and Instructions
Clear and adequate markings are required to ensure user awareness of safety precautions, correct operation, and maintenance procedures. -
Testing Conditions
The standard defines general and abnormal operation testing protocols to verify compliance with safety requirements. -
Dual-use Tools
Hand-held drills mounted on supports or stands without modification are treated as transportable drills under this standard. -
Battery-Powered Tools
Specific performance limits and regulations for battery-operated drills are outlined in annexes K.1 and L.1, allowing better clarity on portable cordless equipment safety.
Applications
-
Manufacturers:
Equipment manufacturers utilize IEC 62841-3-13 to design, test, and certify transportable drills to meet internationally recognized safety benchmarks. -
Testing and Certification Bodies:
Testing organizations apply these requirements during conformity assessments, ensuring drills comply with electrical, mechanical, and ergonomic safety standards before market release. -
End Users and Safety Engineers:
Operators and safety managers benefit from the guidance provided by this standard to understand proper drill operation, hazard prevention, and maintenance to reduce workplace accidents. -
National Bodies:
National standardization committees adopt IEC 62841-3-13 guidelines into regional or national electrical safety codes to harmonize regulatory frameworks and improve product safety.
